MTC Capital Program Implementation Grant - Parking Management

Recommendation
1. Approve and authorize the City Manager to accept and sign all necessary documents related to the $500,000 grant from the Metropolitan Transportation Commission (MTC) for Parking Management.
2. Approve and authorize the City Manager to complete the necessary budget actions to accept and implement the grant.
3. Adopt a resolution authorizing the filing of an application for funding assigned to MTC and committing any necessary matching funds and stating assurance to complete the project

DISCUSSION:
In September 2024, the MTC invited Bay Area public agencies to submit project proposals for the Capital Program Implementation Grant for Parking Management. This grant program aims to support eligible public agencies in enhancing affordable and safe access to destinations while optimizing parking and curb space utilization.
A grant request form was submitted to the department head, Finance Director, and City Manager for review. Upon approval, the Compliance Programs Manager formally applied for the implementation grant to fund the project, Park Napa.
The Park Napa project is designed to enhance the parking management program in downtown Napa, addressing community needs through strategic improvements. Public feedback has consistently indicated a strong desire for refinements to the existing parking system, with an emphasis on gradual, incremental enhancements. Park Napa aims to fulfill these expectations by implementing targeted improvements.
Outlined below are eight key initiatives within the grant request, focused on enhancing communication, regulation, enforcement, and infrastructure:
1. Community Outreach - Conduct outreach session with the community to determine wants and needs for the parking program and parking regulations.
2. Parking Regulatory Signs - Update parking regulatory signs to consistently display parking restrictions if municipal code amendments are made.
3. Repaint Curbs for Flex Use - Update curb colors to consistently display parking restrictions if municipal code amendments are made.
4. Parking Permit Vendor - Source a permit vendor that can meet the changing parking needs of the Napa community.
5. New Parking Enforcement Vehicle - Purchase a new parking enforcement vehicle for the limited term parking enforcement officer.
6. LPR System and upfit - Purchase a license plate reader (LPR) system for the new parking enforcement vehicle.
7. Bike Rack Capital Installation - Install bike racks in the downtown area to help complete some components of the city’s Bike Plan.
8. Bike Locker Capital Installation - Install bike lockers in the downtown area to help meet some components of the city’s Bike Plan.

In March 2025, the MTC notified the Compliance Programs Manager that the City of Napa had been awarded $500,000 in grant funding. As a condition of the grant, MTC requires a minimum matching contribution of 11.47% from the recipient.
During the City’s budgeting process, the Parking Programs Division submitted a one-time funding request of $65,000 from the non-recurring general fund to meet this requirement. The total project budget of $565,000 will be funded through the $500,000 MTC grant and the $65,000 non-recurring general fund allocation, pending approval in the FY 2025/26 and FY 2026/27 budget adoption.
Project funds must be obligated by January 31, 2027. Upon project completion, a final report must be submitted to the MTC. Projects are expected to be completed within three years of funding obligation, allowing city staff sufficient time to conduct community outreach, implement municipal code updates, procure new equipment and services, and install necessary infrastructure.
FINANCIAL IMPACTS:
This action will result in the City of Napa receiving $500,000 in grant revenue from the MTC. As part of the grant requirements, MTC mandates a minimum applicant contribution of 11.47%. The City will fulfill this requirement by providing a one-time contribution of $65,000 from the non-recurring general fund.
CEQA:
Staff recommends that the City Council determine that the project is exempt from the requirements of CEQA pursuant to CEQA guidelines section 15311, which exempts accessory structures such as minor structures and on-premise signs. It is also exempt on a separate and independent basis under CEQA guideline section 15301 as the maintenance of existing streets in the City.
