Grant Agreement with Abode Services for Three Tenancy Care Vehicles

Authorize the City Manager to execute a grant agreement with Abode Services in an amount not to exceed $225,000 to fund Adobe’s purchase of three vehicles to be used by Abode to provide Tenancy Care transportation for individuals that have exited unsheltered homelessness.

DISCUSSION:
On March 11, 2021, President Biden signed the American Rescue Plan of 2021 (ARPA) into law. The $1.9 trillion Fiscal Recovery Funds package was intended to combat the COVID-19 pandemic, including public health and economic impacts. Under ARPA, the City of Napa received a total of $15.12 million.
On March 15, 2022, the City Council adopted an expenditure plan for the ARPA Funds. As part of this expenditure plan, $400,000 in funds were set aside for Tenancy Care needs. Tenancy Care is case management that is provided as a client exits homelessness into transitional housing or permanent supportive housing.
To date, the City of Napa has participated in the opening of Valley Lodge Apartments, a 54-unit Permanent Supportive Housing site, and the North Napa Center, a transitional shelter that will serve up to 65 individuals at any one time over the next three years. Additionally, Heritage House, a 66-unit facility is set to open in December 2023 and will serve at least 40 clients that have exited homelessness.
Tenancy Care comes with a significant need to provide transportation to clients. Transportation needs include medical appointments, mental health appointments, benefit and other social service appointments, and transportation for basic household needs like accessing a food bank or pharmacy.
Under this grant agreement, each vehicle purchase and initial costs will be limited to $75,000 and vehicles will be required to be used by Abode to provide transportation to individuals staying at Valley Lodge Apartments, Heritage House, and North Napa Center. The grant agreement will provide that if Abode ceases to be the service provider at these sites, it must either sell the vehicle and return the proceeds to the City, or transfer the ownership of the vehicles to the new service provider(s). Ongoing operational costs will be funded through the funding sources that support each site.
FINANCIAL IMPACTS:
The cost of the vehicles and initial start-up costs are estimated at $75,000 a vehicle. ARPA funds set aside for Tenancy Care purposes will be used to fund this expense.
CEQA:
The City Manager has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
