Adopt a resolution amending the Capital Improvement Project Plan as documented in Council Budget Amendment No. 38P5.

DISCUSSION:

On October 1, 2024, the City Council approved a budget amendment for the re-allocation of American Rescue Plan Act (ARPA) funds (Resolution No. R2024-094) as part of a funding exchange plan described in the Agenda Report.  The funding exchange is recommended to efficiently utilize ARPA funding within the required ARPA expenditure timelines while also allowing the programmed priority projects to advance as planned.  The recommended funding exchange modifies the funding sources for six Capital Improvement Program (CIP) projects.  The approval on October 1, 2024 re-allocated ARPA funding, and approval of the proposed resolution will amend the CIP project budgets to complete the proposed funding exchange.   

 

The October 1st Resolution No. R2024-094 and Council Budget Amendment included authorization of the ARPA funding revisions only.  This report recommends the complimentary project funding amendments related to the General Fund Facilities CIP and Measure T Funds as presented in the October 1st Agenda Report (see table below). These complimentary General Fund Facilities CIP and Measure T Funds allocations revisions are necessary to complete the recommended funding exchange.

 

*Note: An additional $10,000 of ARPA funds was added to this project from the HR Contact Tracing Project (5ARPA01), increasing the project’s overall revenues and expenditures budget by $10,000. This funding exchange will ensure that the priority generator projects are completed as planned.

 

The funding sources for the proposed exchange have been closely analyzed and are eligible for use on these projects. Measure T funding is used for paving, maintenance, reconstruction, and/or rehabilitation of streets and transportation infrastructure within the public right-of-way including storm drain repairs.  With Measure T funds proposed to deliver the storm drain project, an updated Measure T 5-Year Plan is required to be adopted by City Council, in accordance with the terms of the Measure T tax ordinance.  The updated Measure T 5-Year Plan will be presented for City Council adoption at a future meeting.

 

FINANCIAL IMPACTS:

To complete the funding exchanges, staff recommends the following Capital Budget Amendments.  The recommended changes have no net impact on each fund’s respective fund balance.

 

Generator for Police Facility 911-Dispatch and EOC (33FC23PW04) - Purchase new generator and install equipment. 

-                     Obligate $209,000 of GF Facilities CIP funds.

 

Generator for Corporation Yard (33FC23PW05) - Purchase new generator and install equipment. 

-                     Obligate $221,000 of GF Facilities CIP funds.

 

Police Department HVAC (33FC20PW03) - The project will replace the PD cooling tower and other system components.

-                     De-obligate $73,500 of GF Facilities CIP funds.

   

Senior Center Paving & ADA (33FC22PW02) - This project will complete the parking Lot paving and ADA Improvements at the Napa Senior Center.

-                     De-obligate $356,500 of GF Facilities CIP funds.

 

Stormdrain Infrastructure Funding (33SD23PW01) - Stormdrain condition assessment, project design and system repairs.

-                     Obligate $3,770,000 of Measure T Funds

 

Browns Valley Road/First Street (33ST22PW03) - Design and construct sidewalk, street, bike lanes, and traffic safety improvements.

-                     De-obligate $3,770,000 of Measure T Funds

 

CEQA:

The Public Works Director has determined that the Recommended Action described in this Agenda Report is not in-and-of-itself a “project” (pursuant to CEQA Guidelines Section 15378) since it does not result in a physical change in the environment.

 

However, the Recommended Action is a part of a larger “project” that will be subject to environmental review in accordance with CEQA at the “earliest feasible time” prior to “approval” consistent with CEQA Guidelines Sections 15004 and 15352. The larger “project” is future Capital Improvement Projects, and staff plans to bring back a CEQA analysis of each project to Council prior to approval of each project.
