Receive a presentation on the City of Napa’s history of climate action and sustainability, an update on the Countywide Climate Action Committee activities, as well as potential future actions and provide input to staff on next steps.

DISCUSSION:
At the Napa City Council workshop in 2022, the Council discussed priorities for the upcoming year and declared Climate Action as a priority. This was reaffirmed in 2023 as a continued priority.
Over the past 11 years, the City of Napa has made progress on climate action and sustainability and staff across city departments have contributed to the progress. In 2012, the City published a sustainability plan. In 2019, the City Council joined each jurisdiction in Napa County and proclaimed the "Countywide Commitment to Address Climate Change." Also in 2019, Councilmembers began participating in what became the Countywide Climate Action Committee (CAC). In 2022, the Council passed a Climate Emergency resolution and included a Climate Change and Sustainability Element in the 2040 General Plan. Also in 2022, a new position was budgeted to work on climate action in the City Manager’s Office and a Management Analyst II was hired. Since starting with the City in January 2023, the Management Analyst has met with City staff in many of the departments to identify opportunities for climate action and sustainability and to learn about current projects and programs.
Staff will provide a presentation on the City’s history of climate action and sustainability. The presentation will also include an update on activities at the Countywide Climate Action Committee (CAC) including a report out on the Greenhouse Gas (GHG) inventory and forecast and opportunities for regional climate action planning. Staff will also present potential options for actions the City can take in the near future to reduce GHG emissions.
Following the report from staff, City Council will have an opportunity to provide input to staff on next steps.
