Adopt a resolution (1) authorizing the Parks & Recreation Services Director to approve additional change orders up to $200,000 (for a total change order amount up to $375,960) on the existing contract with Specified Play Equipment Company, for a total contract amount not to exceed $2,691,464; and (2) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The recommended action would increase the change order authorization on the City’s existing contract with Specified Play Equipment Company. This increase would allow the Parks and Recreation Services Department to initiate and complete Measure G Projects planned for Fuller Park, specifically the picnic area and shade improvement project identified as a priority through the existing CIP funded project 33PK25PR01. As such, there are no financial impacts with this recommended action.

 

The existing project scope with Specified Play Equipment Company is to demolish and install new playground equipment at Fuller Park, along with replacement and construction of new concrete flatwork/pathways and installation of fabric shade structures within the playground area. The proposed additional scope that would be advanced through this change order adjustment would be construction of new concrete flatwork for the ADA-picnic pad, installation of an overhead fabric shade structure, and new park amenity installs.

 

These recommended improvements are not only aligned with the contractors’ previous projects and existing scope with the City of Napa, but are also located within the contractor’s existing work area. This means that mobilization costs would be reduced due to existing workforce and existing temporary fencing. Furthermore, the additional impact and gap in service to this public area would fall within the existing planned construction period of the playground improvements, versus additional impacts to the park and public use.

These planned picnic area and shade improvements would advance multiple City priorities at Fuller Park. The planned concrete picnic pad is approximately 40 feet by 60 feet and will allow for 60 individuals within the space both for passive or reservable use. This design includes accessible access points off the park pathway and eight (8) accessible tables. These improvements will support the all-ability playground equipment installation underway at Fuller Park and advance the City’s overall efforts of creating inclusive destinations in City parks.

 

 

FINANCIAL IMPACTS:

There are no financial impacts. Sufficient funding for additional change order capacity is composed of existing appropriations adopted in the current CIP Budget.

CEQA:

City staff recommend that the City Council determine that the Recommended Actions are exempt from CEQA pursuant to CEQA Guidelines Section 15303 (new construction or conversion of small structures).
