Authorize the Assistant City Manager to execute an agreement with Vision Communications for a not to exceed amount of $300,000 to install and maintain a Public Safety data network and determine that (1) the exception for procurement via existing contracts of other public agencies in Napa Municipal Code Section 2.91.060 applies to the Public Safety data network; and (2) the actions authorized by this item are exempt from CEQA.

DISCUSSION:
The City of Napa maintains five mountaintop sites to transmit Public Safety radio communications. The system currently connects the five sites with Napa Central Dispatch. Vision Communications maintains a Mimomax system that is a point-to-point data transmission system and will provide a highly redundant network link between the radio sites. The system is designed with two radio transmitters at each radio site that automatically take over if one should fail. The current 4.9 GHz Public Safety Spectrum system has been very reliable since its installation in 2019. Still, with only one transmitter per location, an outage could lead to an offline site until the spare transmitter could be installed. The installed 4.9 GHz Public Safety Spectrum will remain a data path for less critical equipment, such as cameras and site monitoring gear.
Mimomax, the equipment manufacturer, has a cooperative agreement with NASPO on contract 91598862 and offers a level of integration with our Tait radio repeaters using DFSI, reliability and cost-effective deployment of licensed frequencies. Mimomax is a subsidiary of Tait Radio with technology that uses licensed microwave frequencies in a very narrow format. The City intends to purchase the Mimomax equipment from Vision Communications at the pricing set forth in the agreement between Mimomax and NASPO and Vision Communications will then install the equipment at the City’s sites. Therefore, staff recommends that the City Council determine that the exception in Napa Municipal Code Section 2.91.060, which authorizes the City to enter into a contract based on the terms of an existing contract between Mimomax and another government agency without further complying with the requirements of Napa Municipal Code Chapter 2.91, applies as documented in Attachment 2.

CEQA:
Staff recommends that the City Council determine that the Recommend Action described in this agenda is exempt from CEQA, pursuant to CEQA Guidelines Section 15303, which exempts construction and location of limited numbers of new, small facilities or structures and installation of small new equipment and facilities in small structures.
