Authorize the Public Works Director to execute on behalf of the City an amendment to Agreement No. C2021-032 with Chaudhary & Associates for On-Call Land Surveying Services in the increased amount of $250,000 for a total contract amount not to exceed $500,000 and to extend the term of the agreement to June 30, 2024.

DISCUSSION:
On February 16, 2021, City Council authorized the Public Works Director to execute an agreement with Chaudhary & Associates for On-Call Land Surveying Services in an amount not to exceed $250,000 with a duration of two years.
Since the effective date of the existing contract, the firm has provided on-call professional survey services to the City for various Capital Improvement Program (CIP) projects, including Jefferson Street Public Utility Easement, Regal Drive Water Main, Coombs Street Rehabilitation, and for the Hidden Glen property.
This on-call contract has provided the City necessary record research, topographic surveys, and boundary surveys to advance the CIP and operations projects. Due to the fact that professional survey services will be needed for most projects, an additional amount of $250,000 is needed to increase the contract to a total of $500,000, and the term needs to be extended to ensure adequate professional survey services are available for CIP projects through the end of fiscal year 2023/2024.
FINANCIAL IMPACTS:
There is no funding required for the proposed action. Payment is made using task orders of a combined amount not to exceed $500,000 over the term of the contract. The funding source is through individual CIP project accounts that require professional survey services.
CEQA:
The Public Works Director has determined that the Recommended Action described in this Agenda Report is not in-and-of-itself a “project” (pursuant to CEQA Guidelines Section 15378) since it does not result in a physical change in the environment.
However, the Recommended Action is part of larger “projects” that will be subject to environmental review in accordance with CEQA at the “earliest feasible time” prior to “approval” consistent with CEQA Guidelines Sections 15004 and 15352. The larger “projects” are various CIP projects, and staff plans to bring back a CEQA analysis of those projects to Council prior to awarding construction contracts for those projects.
