League of California Cities (“Cal Cities”) 2026 Resolution Voting Authorization

Authorize the City’s voting delegate to vote in opposition to the proposed Cal Cities resolution calling for a working group to consider a state constitutional amendment or other form of initiative to ensure final local authority over housing and land use decisions.

DISCUSSION:
The League of California Cities’ Annual Conference will be held during September 23-25, 2026. At the League’s General Assembly, scheduled on the last day of the conference, voting delegates from the state’s cities consider and act on resolutions that establish League policy.
At the Council meeting on August 18, 2026, the Council appointed Beth Painter as the Voting Delegate and Councilmember Chris DeNatale as the alternate voting delegate.
Cal Cities’ bylaws stipulate that each City is entitled to one vote on matters raised during the Annual Business Meeting. Cal Cities encourages each City Council to consider the proposed resolutions and to determine a city position by providing voting direction to their appointed voting delegate in advance of the Annual Business Meeting.
There is one resolution proposed for consideration, which has been included as Attachment 1 for reference. At the meeting on August 18, 2026, the City Council authorized the voting delegate to vote in favor of the resolution. The resolution requires the establishment of a working group to consider a state constitutional amendment or other form of initiative to ensure final local authority over housing and land use decisions. Upon reviewing additional information in the proposed Resolution regarding the emphasis on the possible constitutional amendment by 2030, staff would recommend the Council consider voting “no” at this time but encourage Cal Cities to dedicate more resources towards engagement with member cities on this topic.
