DISCUSSION:
In August 2023, after receiving a $15 million grant from the State of California Encampment Resolution Fund (ERF) program, the City of Napa opened the North Napa Center.
The lease of the former Motel 6 property at the corner of Redwood and Solano ends on June 30, 2026. Initially, the funding expenditure deadline was also June 30, 2026, but the State has extended that deadline to June 2027. As a result, the City can shift program savings to rental assistance to provide support for clients as they transition from the shelter to permanent housing.
City staff will present a report on the deliverables of the North Napa Center and how the closure of the site will focus on ensuring that current program participants have options other than returning to unsheltered homelessness.
FINANCIAL IMPACTS:
The City of Napa received a $15 million grant that is fully obligated.

The Community Resources and Development Director has determined that the recommended actions described in this agenda report are not subject to CEQA, pursuant to CEQA Guidelines 15060(c).
