DISCUSSION:
This proclamation was requested by the City of Napa Bicycle and Pedestrian Advisory Commission. Donal O'Briain (Chair of the Bicycle and Pedestrian Advisory Commission) will be attending and accepting the proclamation.
This proclamation complies with the Ceremonial Documents Policy (Resolution R2023-101), adopted by Council on October 3, 2023.

The Senior Transportation Planner has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15378(b)(5).
