RECOMMENDED ACTION:
Recommendation

Approve a budget expenditure increase of $345,753.91 in the Encampment Resolution Fund as documented in Budget Adjustment No 45P10 to budget the interest earned on the $15,000,000 grant award received from the State of California to be spent in accordance with the program guidelines.

Body

DISCUSSION:

In 2023, the City of Napa received a $15,000,000 grant award for the Encampment Resolution Fund Program to create the North Napa Center as a temporary shelter to provide intensive case management services to house individuals identified from eligible encampments.

While the North Napa Center has closed, the City of Napa continues to provide housing navigation and tenancy care services for clients that participated in the program and were housed successfully from the program.  To date, over 90 individuals have been successfully housed because of this program which is also paying rental assistance.

The State of California sent the City of Napa one check for the entire grant amount. As a result, the funds earned $345,753.91 in interest that also needs to be budgeted for program expenses.  Today’s action budgets that amount which will continue to support tenancy care services and rental assistance.

FINANCIAL IMPACTS:

These funds will increase expenditures in the Encampment Resolution Program by $345,753.91 with no impact to the General Fund.

CEQA:

The Community Resources and Development Director has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines 15060(c).
