Budget Adjustment for Real Estate Brokerage Services
LABEL
RECOMMENDED ACTION:
Recommendation
Adopt a resolution authorizing appropriation of $200,000 of the Parking Development Impact Fee Fund for real estate broker services as authorized by Budget Adjustment No. 5P04 and determining that the actions authorized by this resolution are exempt from CEQA.
Body
DISCUSSION:
On February 3, 2026 City Council directed staff to enter negotiations with Napa Sanitation to acquire the pump station property, parcel number 003-144-009, located at 1210 West Street. The site comprises approximately 1.25 acres and occupies a full city block bounded by West Street, Pearl Street, Clinton Street, and Yajome Street. The property is currently owned by the Napa Sanitation District and contains a former pump station facility that is no longer in active use, along with a small park area and a skateboard park that are open to the public.
The property is being evaluated as a potential location for a new downtown public parking garage and/or surface parking lot as part of the City’s ongoing Parking Garage Feasibility Study.
To support real estate negotiations, due diligence, and other related activities, the City entered into Agreement No. C2026-624 with Coldwell Banker Brokers of the Valley (Coldwell Banker) for Real Estate Broker Services in an amount not to exceed $200,000.
Coldwell Banker was selected from the qualified respondents to the City’s 2025 Request For Proposal (RFP) for Real Estate Broker Services. The agreement provides the City with professional real estate expertise to assist with property acquisitions, negotiations, due diligence, market analysis, and related real estate matters.
Services authorized under the agreement include:
• Assisting with real property acquisition and sale negotiations and due diligence.
• Identifying property encumbrances, constraints, and applicable land use requirements.
• Providing market analyses, opinions of value, and assistance with appraisals.
• Preparing and reviewing real estate and property-related documents.
The proposed budget adjustment will establish the expenditure authority necessary to fund services under the existing agreement. Approval of this budget adjustment does not authorize the acquisition of the Napa Sanitation District property or commit the City to construction of a parking garage
FINANCIAL IMPACTS:
The recommendation requests the City Council designate $200,000 from the Parking Development Impact Fee Funds for Real Estate Broker Services. The Parking Development Impact Fee Fund undesignated fund balance is approximately $3.5 million.
CEQA:
The Community Development Director has determined that the Recommended Action is not a “project” under CEQA Guidelines Section 15378 because it does not result in a physical change in the environment. Additionally, the Recommended Action is exempt under CEQA Guidelines Section 15306 (information collection), as the brokerage services solely consist of data gathering, analysis, and negotiations that may inform a future project not yet approved or funded.
