Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, Insituform Technologies, LLC, for the Storm Drain Rehabilitation Project in the bid amount of $1,434,292; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $333,430 for a total project amount not to exceed $1,767,722; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
The Public Works Department advertised a construction contract to complete improvements to the City’s storm drain system. Four bids were received, and the bid amounts were within the engineer’s estimate and the allocated construction budget. Staff recommends Insituform Technologies, LLC be awarded the project as the lowest responsible bidder submitting a responsive bid.
Condition assessments were completed by cleaning out the City storm system’s pipes followed by capturing video footage from inside the pipes. Pipes were assessed in sections using video footage, and each pipe’s condition was rated on a scale of 1 to 5, with higher ratings indicating repairs are needed. The storm drain inspections have been conducted in sections over several years. The City also continues to complete inspections within other areas of the City into the future, capturing condition ratings in central Napa south of Trancas Street and north of Lincoln Avenue.
Storm drain lines with higher ratings (meaning poor pipe conditions) in two key areas of town were selected for repairs. The area south of downtown was selected due to the age and condition of the existing infrastructure and an area in northwest Napa was selected. Repairs will be made using a cured in place pipe (CIPP) method. This technique does not require pavement trenching, accesses the pipe through existing manholes, and installs a special liner that cures inside the existing pipe. This method was selected due to the cost effectiveness and to limit impacts to City street pavement.
Attachment 2 shows the segment locations that will be repaired as part of this project. Notification will be provided to the neighboring areas prior to the start of work to inform community members about the necessary activities. The notices will include information about potential general construction disruptions to the area that can include restricted parking, temporary detours, increased noise, and other temporary impacts.
The engineer’s estimate of probable construction cost for the Project is $1,724,507.
Staff publicly bid the Project during February and March. On March 6th, 2025, four formal bids for construction were received. The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.
The construction budget is proposed as follows:

Contingency for unforeseen conditions (10% of bid) $ 143,429.20
Construction Management and Inspection $ 135,000.00
Public Works Engineering Staff $ 25,000.80
Geotechnical Inspecting/Testing $ 30,000.00
Total $ 1,767,722.00
The contingency, contract administration, construction management, inspection costs, and geotechnical testing are estimates. The funds can be used interchangeably between the items listed above.
FINANCIAL IMPACTS:
There are no financial impacts. Sufficient funding is available in the Storm drain Rehabilitation Project’s budget (33SD23PW01).
CEQA:
City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(d), which exempts the restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety.
