Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with Team Ghilotti, Inc., for the Westwood Interior Streets Rehabilitation project in the total bid amount of $5,874,141; (2) authorizing additional contract contingency not to exceed $1,468,535 to be administered by the Public Works Director to address unforeseen conditions and work necessary to complete the project scope; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The proposed construction contract award will begin the construction phase to repair streets and add new sidewalk sections throughout the Westwood Neighborhood. The project area includes Homewood Avenue, Dewitt Avenue, Chelsea Avenue, Arrowwood Avenue, Bellevue Avenue, Archer Avenue, Harrison Avenue, Birch Place, Cornwall Avenue, and Avon Avenue. The streets in this neighborhood are in extreme need of reconstruction and the roadway segments are identified as being in failing condition. The work includes just over 4.5 lane miles of street paving, almost 2 miles of curb reconstruction and repair, minor drainage improvements, and sections of new sidewalk.

 

Traffic calming improvements are being constructed at the intersection of Kilburn Avenue and Bryan Avenue. The request for traffic calming measures at this location was submitted by residents in the area as part of the City’s Neighborhood Traffic Calming Program. The addition of more streetlights in the area is underway and is being constructed through a separate contract funded by the City and implemented by PG&E.

The Westwood Interior Streets Rehabilitation project is included in the five-year Capital Improvement Program and funding has been allocated in the current and previously approved budgets. The work is funded by revenues from Measure G, Measure T, and Measure U.

 

In November 2024, Napa voters passed Measure G to increase the citywide sales tax by 1% to provide funding for high-priority projects and City services. Through outreach efforts and surveys, community members expressed a strong desire for the repair of streets and sidewalks. The tax went into effect on April 1, 2025, and significant road repair projects are now underway or beginning soon. These include construction on Coombs Street, Jefferson Avenue, Trancas Avenue, and this project in the Westwood Neighborhood.

 

Additional funding is being provided through Measure T and Measure U. Measure T was approved by Napa County voters in November 2012 and this ½% sales tax for road maintenance began on July 1, 2018, following the expiration of the Measure A flood control sales tax. The purpose of Measure T was to fund maintenance, reconstruction, and rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way. In November 2024, Napa County voters approved Measure U to replace Measure T. The replacement tax remains at ½% percent and will continue to fund transportation infrastructure. Measure U took effect on July 1, 2025, and in addition to maintenance, will now support regional transportation enhancement projects. Because there is no increase to the transportation tax, funding for local roadway maintenance will be reduced to support the regional projects.

 

The engineer’s estimate of probable construction cost for the Westwood Interior Streets Rehabilitation project was $8,479,000.  Staff publicly bid the Project throughout July and into the first week of August.  On August 7, 2025, 11 formal bids for construction were received.  The base bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.

 

OWNERS PROJECT DELIVERY COSTS & CONSTRUCTION CONTINGENCY

The total construction budget, inclusive of the construction contract a 25% contingency, and all owner’s costs, is anticipated as follows:

As part of the solicitation process, a bid alternative was included that would have added relocation and replacement of 19 existing water service laterals.  The work for the water service relocation would have been funded through the water enterprise funds and the Utilities Department has opted not to move forward with the bid alternative.  The bid from Ghilotti for the bid alternative was $266,000. 

 

The construction budget includes up to 25% contingency on the base bid to complete the work.  The contingency would be available to address unforeseen site conditions and conform the new construction to existing non-standard field conditions that may exist.  While the project area was thoroughly investigated during the design phase, it is likely that due to the original neighborhood development occurring in the 1940’s and the work requiring installation of underground utilities, the construction team will identify work elements that will need to be modified to deliver the project improvements.   Staff recommends authorization to proceed with the award of the construction contract to initiate the construction phase of the project.

 

FINANCIAL IMPACTS:

There are no financial impacts to award the construction contract in the amount indicated. Sufficient funding for the Project is composed of existing CIP Budget appropriations for the Westwood Interior Streets (33ST22PW05) rehabilitation project.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
