Approve and authorize the City Manager to execute an agreement with Data Ticket Inc., in the amount of $300,000, to provide parking citation processing and permit management services.

DISCUSSION:
The City of Napa currently relies on Data Ticket, Inc. to support its parking enforcement program and permit management functions. Their platform is web based and provides citation processing services, allowing staff to review citations, process payments, issue refunds, process adjudication outcomes, and pull real-time reports. The system also provides access for the public, enabling residents and visitors to view any of their outstanding citations, submit appeals, make payments, and apply for permits at any time.
For permit management, Data Ticket offers a configurable system that supports several City approved permit types and allows the city to administer residential parking permits and preferred parking permits through a centralized platform. This system integrates with citation enforcement tools, including license plate recognition (LPR) technology that the Parking Enforcement team uses to identify time-limited parking violations throughout the City of Napa.
Data Ticket also provides customer service support, including bilingual call center and 24/7 automated phone system for citation inquiries and payments. Their adjudication services include handling second-level parking citation reviews and coordinating hearings with independent hearing officers. Additionally, Data Ticket manages noticing services, DMV holds and releases, and delinquent collections, including Franchise Tax Board (FTB) collections. These services help ensure compliance, timely follow-up, and improved revenue recovery without requiring additional City staffing.
Entering into a new agreement with Data Ticket in the amount of $300,000 will allow the city to continue operating a modern, efficient, and compliant parking management program. The services provided by Data Ticket reduce administrative burden on City staff, improve customer service for residents and visitors, and support consistent enforcement practices. Their integrated citation and permit systems also position the city to be adaptable as parking management strategies evolve and enhanced technologies and tools come to market.
Data Ticket has been our citation processing and collection vendor since January 20, 1995. Data Ticket has maintained a positive relationship with the City during their tenure. Overall, the agreement ensures continuity of essential parking operations, maintains compliance with state requirements for citation processing and adjudication, and supports the City’s broader goals of improving mobility, turnover, and customer experience.
FINANCIAL IMPACTS:
There is no financial impact on the General Fund. Community Resources & Development’s Parking Securities division budgets annually for citation processing. Additionally, the related expenses are offset by revenues collected from issuing parking citations.
CEQA:
The Community & Resources Development Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
