DISCUSSION:

Through the Family Self-Sufficiency (FSS) Program, the Housing Authority of the City of Napa partners with community agencies and local businesses to provide coordinated, wrap-around services that support participating Housing Choice Voucher households in increasing earned income and achieving long-term economic stability.

 

The program connects participants to resources such as education, job training and placement, counseling, childcare, and nutrition services. These supports are designed to reduce barriers to employment and promote sustained self-sufficiency, ultimately improving participants’ quality of life and strengthening their connection to the community.

 

Participation in the FSS Program is voluntary and formalized through a five-year Contract of Participation between the participant and the Housing Authority of the City of Napa. This contract outlines individualized goals and benchmarks toward self-sufficiency. As participants increase their earned income, their portion of rent may increase and the Housing Authority’s subsidy decreases. Under the FSS model, this reduction in subsidy is captured as a monthly deposit into an interest-bearing escrow account established on the participant’s behalf.

 

Upon successful completion of the program and achievement of their goals, participants are eligible to receive the full balance of their escrow account. This structure provides both a financial incentive and reinforced progress toward economic independence. FSS Participant Gretel Galvan, has successfully completed her goals and is eligible to receive the Certificate of Completion and her full escrow balance.

 

FINANCIAL IMPACTS:

Funding for this action is available in the FSS Escrow Deposit Liability Account (84312530-22819). The original source of funding is the U.S. Department of Housing and Urban Development through the Section 8 Housing Choice Voucher Program.

 

CEQA:

The Community Development Director has determined that the Recommend Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
