Approve the first reading and introduction of an ordinance amending Napa Municipal Code Section 2.08.090 regarding the designation of appointive officers in the City Manager’s Office.

DISCUSSION:
The budget staffing plan for the City Manager’s Office currently includes the City Manager, Assistant City Manager, Deputy City Manager, Community Relations and Media Manager, and two Management Analysts I/II (as approved by City Council on June 20, 2023 during the adoption of the Fiscal Year 2023/24 and Fiscal Year 2024/25 Budget via Resolutions R2023-077 and R2023-078).
The purpose of this item is to recommend Council approve an update to the positions in the City Manager’s Office within the Napa Municipal Code to include one (1) additional Management Analyst I/II to the list of Appointive Officers in the City Manager’s Office. Thus, if Council approves the recommended action, the organizational structure of the City Manager’s Office in the budget staffing plan will now coincide with the Appointive Officers listed in the Napa Municipal Code to include the following: Assistant City Manager, Deputy City Manager, Risk Manager, Community Relations and Media Manager, and two Management Analysts I/II.
The attached ordinance adds the approved position of Management Analyst I/II to the list of Appointive Officers in the City Manager’s Office for a total of two Management Analysts I/II. This additional position of Management Analyst I/II will support the Risk Manager with duties related to risk management. This will be an at-will position serving at the pleasure of the City Manager while reporting directly to the Risk Manager.
FINANCIAL IMPACTS:
No additional funding beyond what has already been approved in the City Budget. The position of Management Analyst I/II was previously approved on June 20, 2023 during the adoption of the Fiscal Year 2023/24 and Fiscal Year 2024/25 Budget via Resolutions R2023-077 and R2023-078.
CEQA:
The Human Resources has determined that the recommended action described in this staff report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
