Adopt a resolution authorizing the Public Works Director to execute an agreement with Bay City Electric Works for the purchase of a generator for City facilities located at 955 School Street in the amount of $191,580.00 (+ tax).

DISCUSSION:
The Public Works Department is facilitating the installation of a new emergency generator at the City Hall / Police Department / Fire Station #1 complex, located at 955 School Street. The installation will replace the previous generator, which has exceeded its useful and serviceable life, and must be replaced in order to ensure continuous operative capabilities of critical City functions within the complex.
Public Works Department staff leveraged an existing agreement between Kohler and its authorized dealers (including Bay City Electric Works) and Sourcewell for the solicitation of the generator under Napa Municipal Code section 2.91.060, which authorizes the City to rely on existing competitively bid contract between the vendor and another government agency. Bay City Electric Works is a an authorized Kohler dealer and the local Bluestar distributor, who will provide the generator on the pricing and terms set forth in the Sourcewell contract with Kohler (see Attachment 2). Bay City Electric Works is capable of providing a generator meeting the necessary performance requirements for the location and all the City’s contractual requirements for general goods and services.
The generator is anticipated to be delivered to the site within 12-18 months based upon current estimated lead-times for fabrication and shipping. Upon completion of a public bid process, Staff will return to Council for additional authorization to enter into an agreement with a contractor for preparation of the site and installation of the generator.
FINANCIAL IMPACTS:
There are no financial impacts. Sufficient funding for the Generators for Facilities - PD, EOC, & Dispatch project is available in the FC23PW04 budget.
CEQA:
The Public Works Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
