Authorize the City Manager to execute an agreement with Abode Services in the amount of $823,099 for the term July 1, 2024 to June 30, 2025 for the provision of outreach services to individuals and families experiencing homelessness.

DISCUSSION:
Abode Services was selected to be the primary homeless services provider by the Napa Continuum of Care through a Request for Proposal process and has been providing services in the community since 2017. In Fiscal Year 2022-2023, Homeless Outreach services became one of the responsibilities of the City of Napa under the Cooperative Joint Powers Agreement with the County of Napa pertaining to homeless services. The City of Napa has applied for and received funding allocations to continue Outreach Services. These funding services include, but are not limited to: Emergency Solutions Grant, Homeless Housing, Assistance and Prevention Funds, Permanent Local Housing Allocation, and Community Based Transitional Housing funds through the County of Napa.
Staff is seeking the authorization for the City Manager to sign an agreement with Abode Services in the amount of $823,099 to provide outreach services from July 1, 2024 through June 30, 2025. This agreement will provide four Community Health Outreach Workers, one Mental Health Clinician, one Housing Services Coordinator and the necessary support staff.
The Abode Services Outreach Team’s goals are to build trust and rapport with clients and refer clients to shelter and other eligible services. Outreach staff will also assist clients with completing applications and preparing for referral to housing placement services and programs. The Outreach team shall conduct outreach activities in/on the streets, encampments, under bridges and freeways, jail, residential treatment centers, at shelters and day centers in Napa County and any other place where homeless individuals may reside or congregate throughout Napa County.
The Abode Outreach Team will partner with staff at the City of Napa, including the Police and Fire Departments, to ensure that clients connect to the appropriate services with the goal of reducing costly emergency services and unsheltered homelessness.
FINANCIAL IMPACTS:
This agreement is funded by grant funds including American Rescue Plan Act, Homeless Housing, Assistance and Prevention, Community Based Transitional Housing, and Emergency Solutions funding.

The City Manager has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA guidelines Section 15060(c).
