Recommendation
Adopt a resolution approving the Final Map of Napa Pipe - Block 16 (Project No. ENG22-0020), to subdivide property located on Elderberry Way into 28 single-family lots, authorizing the Mayor to sign said Final Map, and determining that the actions authorized by this resolution were adequately analyzed by a previous CEQA action.

DISCUSSION:
This project will subdivide property into 28 single-family lots.
The tentative map for the project was approved by Council on March 7, 2023, per Resolution R2023-025.
Pursuant to the Subdivision Map Act and Napa Municipal Code Section 16.24.050, the Council shall, at the meeting at which it receives the map, approve the final map if the Council finds that the map meets all the conditions of approval imposed on the tentative map. Staff has reviewed the improvement plans and found that they are in substantial conformance with City standards and the project’s conditions of approval. The Developer has provided a signed Subdivision Improvement Agreement that staff has determined complies with the requirements of NMC Title 16, provided the required security, and paid all fees.
Staff recommends that the City Council adopt a Resolution finding that the Final Map meets all of the conditions of approval imposed on the Tentative Map, approving the Final Map of Napa Pipe Block 16 Subdivision (Project No. ENG22-0020), authorizing the Mayor to sign said Final Map and authorizing the Public Works Director to execute the Subdivision Improvement Agreement.
FINANCIAL IMPACTS:
This action will result in additional revenues to the City in the form of building permit fees and development impact fees at the time the building permits are issued, which will occur this year and in 2024. Those revenues are sufficiently budgeted at this time in the various development impact fee funds
CEQA:
City staff recommends that the City Council determine that the potential environmental effects of the Recommended Action described in this Agenda Report were adequately analyzed by the environmental impact report for the Napa Pipe Project (State Clearinghouse No. 2008122111; the “Certified EIR”) certified by the Napa County Board of Supervisors on January 14, 2013, pursuant to and in compliance with CEQA and the CEQA Guidelines, and the addendums thereto prepared by the City in 2015 and 2020; that none of the conditions described in Section 15162 of the CEQA Guidelines require preparation of a subsequent environmental document; and therefore no additional environmental review or document is required.
