Adopt a resolution to appoint Heather Ippoliti as Interim Finance Director Pursuant to Government Code Section 21221(h).

DISCUSSION:

Pursuant to Government Code section 21221(h) of the Public Employees’ Retirement Law, a CalPERS retired annuitant may be appointed to a vacant position requiring specialized skills during recruitment for a permanent appointment. Such an appointment is limited to a single appointment and may not exceed 960 hours in a fiscal year. It does not require reinstatement from retirement and does not impact the retiree’s pension benefits.

 

Due to the recent resignation of the Finance Director, the City of Napa is actively recruiting to fill the position on a permanent basis. In the interim, staff recommends appointing Heather Ippoliti as Interim Finance Director, effective May 21, 2025. 

 

Ms. Ippoliti has specialized skills and experience necessary to fulfill the responsibilities of the role. She is a certified public accountant with over 18 years of local government experience, including service as Assistant City Manager and Administrative Services Director with oversight of financial operations. She also brings more than a decade of private sector experience in accounting and auditing.

 

Ms. Ippoliti will be compensated $110.14 per hour, which falls within the approved salary range for the Finance Director position. She will not receive any additional benefits or compensation. Her appointment will conclude upon the date immediately preceding the date on which on which the permanent Finance Director commences his or her employment with the City of Napa, unless sooner terminated by the City or Ms. Ippoliti.

 

FINANCIAL IMPACTS:

This appointment will be funded using vacancy savings in the current approved budget.

 

CEQA:

The City Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060 (c).
