Appoint Patrick C. Gorman to the Napa County Mosquito Abatement District Board for a two-year term beginning immediately and ending December 31, 2024.

DISCUSSION:

COMPOSITION AND PURPOSE OF THE COMMISSION

 

The Napa County Mosquito Abatement District Board is the Governing Body of the Mosquito Abatement District which provides mosquito/vector control services for the County of Napa. The Board members represent all of the citizens that reside within the area served by the District and may or may not be mosquito and vector control experts.

 

Membership:  Six members; one of whom represents the City of Napa. The City Council of the City of Napa appoints one member to the Board of Trustees to serve as the City’s representative.  All other members represent the other governmental jurisdictions in the County of Napa in addition to one member representing the County at-large. Terms are for a period of two years.

 

NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS

 

There is one vacant City of Napa representative seat, to be filled due to resignation of Charles Carbone on January 8, 2020.

 

 

RECRUITMENT PROCESS

 

The City Clerk accepted applications for the Board from on-going since January 16, 2020. Recruitment announcements were shared on the City’s website and social media platforms, published in the City’s electronic newsletter “Napa News Weekly”, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, and Leadership Napa Valley.

 

APPLICATIONS RECEIVED

 

One application was received from Patrick C. Gorman. Copy of the application has been provided as Attachment 1 for reference.

 

NOMINATION COMMITTEE RECMMENDATIONS:

Vice Mayor Painter and Councilmember Narvaez, serving as the Council-appointed Nomination Committee, reviewed the application that was submitted.

 

The Nomination Committee recommends the appointment of new member, Patrick C. Gorman, to the Napa County Mosquito Abatement District Board for a term effective immediately and ending December 31, 2024.

 

Pursuant to Section 4.7.2 of Policy Resolution 10, the City Council may either approve the nomination from the Nomination Committee as submitted or take further action to evaluate the applicant in accordance with Sections 4.5 of Policy Resolution 10.

 

 

FINANCIAL IMPACTS:

None.

The City Clerk has determined that the recommended action in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(C).
