Approve and authorize the City Manager to execute on behalf of the City an amendment for Services Agreement with Intergraph Corporation, doing business as Hexagon Safety & Infrastructure, for an additional 6-month term (July 2025-December 2025) for maintenance support of the Computer Aided Dispatch system (CAD), and Mobile Data Computing (MDC) systems in the increased amount of $95,094.18 for a total contract amount not to exceed $945,094.18

DISCUSSION:
The City of Napa Police Department Communications Center is the primary answering point for all 911 emergency calls for the City of Napa, City of American Canyon, Town of Yountville and all unincorporated areas of Napa County.
Since 2006, the Communications Center has used the Hexagon/Intergraph CAD/Mobile system for dispatch of emergency public safety resources. Periodic updates are required to increase efficiencies and keep up with technology. The cost of these systems (CAD & Mobile), including the maintenance cost, is shared with all participating agencies in which Napa Central Dispatch provides dispatching services. The cost sharing is based on the number of calls for service for each agency. We currently have Dispatch contracts with Napa County Sheriff’s Office (including Animal Control), American Medical Response (AMR), and American Canyon Fire Protection District.
On November 19, 2024, the City Council approved an agreement with Central Square Technologies to replace the Hexagon CAD/Mobile system with the Central Square Enterprise CAD/Mobile system. The intended go live date of the new system was June 24, 2025. In April, the Department determined that a critical interface supporting communications between the Napa City 911 Dispatch Center and County Fire Emergency Communications Center would not be complete. The interface connection between the dispatch systems is critical to providing Public Safety Emergency Dispatch services to the community. The time required to ensure the interface is ready for productive use has delayed the go live date to December 9, 2025.
The current support agreement with Hexagon (2020-2025) ends June 30, 2025.The Public Safety Communications Manager has determined that 6 (six) months of additional support and maintenance are needed from Hexagon to support the CAD/Mobile system until the new Central Square system is implemented.
FINANCIAL IMPACTS:
There is no impact to the General Fund by approving this amendment to the agreement as the City Council adopted the Police Department Budget which included the CAD System replacement budget which anticipated potential contingencies.
CEQA:
The Chief of Police has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060 (c).
