Approve and authorize the City Manager to execute an Agreement with Central Square Technologies (CST) to implement and provide Computer Aided Dispatch (CAD) system, software as a service subscription to the City for a five-year term in return for compensation in an amount not to exceed $1,800,000.

DISCUSSION:
The Napa City Police Department Communications Center is the primary answering point for all 911 emergency calls for the City of Napa, City of American Canyon, Town of Yountville and all unincorporated areas of Napa County. The Department has embarked on a crucial upgrade to its public safety infrastructure of replacing the current Computer Aided Dispatch (CAD) and Mobile Data Computer (MDC) software. The existing system, provided by Hexagon Security, Government and Infrastructure was implemented in 2006; upgraded in 2009 and 2014, and has served the department for several years. The system is no longer supported for functional enhancements but is now due for an upgrade to improve efficiency, data management, and support the growing demands of modern delivery of public safety dispatch services.
In preparation to determine the best and most appropriate pathway forward, the department evaluated functionality, product stability and customer satisfaction of the current and other software systems that meet the operational requirements of the Communications Center. There are just a handful of CAD system vendors to choose from that are able to perform in the multiple discipline, multi-jurisdictional public safety dispatch environment of the Police Department Communications Center.
