Recommendation

 

Adopt a resolution accepting a grant from the Office of Traffic Safety, State of California, authorizing the Chief of Police to sign the Grant Agreement, and authorizing revenue and expenditure budget increases of $120,000 in the Non-Recurring General Fund for the Selective Traffic Enforcement Program Grant for Fiscal Year 2022-2023, as documented in Council Budget Amendment No. 38.

DISCUSSION:

The Police Department was recently awarded a grant from the State of California Office of Traffic Safety (OTS) in the amount of $120,000 for the Selective Traffic Enforcement Program (STEP).  The project period is October 1, 2022 through September 30, 2023.  STEP grant funds are to be used for reducing the number of persons killed or injured in crashes.

This grant program will support DUI/Driver’s License checkpoints, DUI saturation patrols and other traffic enforcement operations.  In addition, the department is working closely with the Napa County Probation department to supervise those convicted of DUI.  These strategies are designed to increase media attention thus enhancing the overall deterrent effect.

The grant also funds adding two Standardized Field Sobriety Testing (SFTS) instructors and in-state travel expenses for DUI related training.

 

FINANCIAL IMPACTS:

This grant positively impacts the Non-Recurring General Fund and increases the Napa Police Department FY 2022/23 expenditure budget by $120,000 over a one-year period offset by reimbursement from the State of California, Office of Traffic Safety. The grant period is 10/01/2022 - 09/30/2023. Non-Recurring General Fund revenues and expenditures will be increased by the full grant amount, $120,000 in FY 2022/23, with any remaining budget at the end of the fiscal year carried forward to FY 20223/24 for use during the remainder of the grant period. There is no local match requirement.

 

CEQA:

The Chief of Police has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
