Recommendation

 

Adopt a resolution authorizing the Pearl Street Garage Structural Assessment and appropriating $28,200 of the parking development impact fee fund for the assessment as documented in Budget Amendment No. 111P01 and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The Pearl Street Garage at 1100 Pearl Street contains 403 parking spaces, including 190 spaces used for Archer Hotel valet operations. The City seeks to determine whether additional marked parking spaces may be feasible and whether the existing structure can safely accommodate increased load demands. Sherwood Design Engineers, an on-call civil engineering consultant, has submitted a proposal outlining a three-phase scope of work to complete this assessment.

 

The proposed scope includes:

                     Base Mapping: Preparation of a base map using aerial photographs and available as-built information.

                     Conceptual Site Planning: Development of conceptual site plan options showing potential valet parking layouts, circulations, and drive aisles, including coordination with the valet operation.

                     Structural Assessment: Evaluation of the top level’s load-bearing capacity, including review of original construction documents and analysis of post-tension beams, slabs, and columns.

 

The assessment will provide the City with engineering documentation necessary to determine whether expanding valet operations are structurally feasible and to inform any future operational or capital decisions related to the garage.

 

FINANCIAL IMPACTS:

The recommendation requests the City Council designate $28,200 from the Parking Development Impact Fee fund for the purpose of a structural assessment of the Pearl Street Garage. The Parking Development Impact Fee undesignated fund balance is $3.46 million.

 

CEQA:

The Community Development Director has determined that the Recommended Action is not a “project” under CEQA Guidelines Section 15378 because it does not result in a physical change in the environment. Additionally, on a separate and independent basis, the Recommended Action is exempt under CEQA Guidelines Section 15306 (information collection), as the structural assessment consists solely of data gathering and analysis that may inform a future project not yet approved or funded.  Finally, also on a separate and independent basis, the Recommended Action is exempt under CEQA Guideline 15301 as the operation and maintenance of an existing public facility with a potential negligible expansion of use.
