1. Receive a report from Merchant McIntyre & Associates on federal government relations; and
2. Adopt a resolution approving the 2026 City of Napa Legislative and Regulatory Platform.

DISCUSSION:
The City of Napa has contracted with Merchant McIntyre & Associates for federal government relations services including representation on legislative issues before Congress. While the City of Napa does not currently have a government relations representative at the State level, the Assistant City Manager has been tasked with monitoring state legislative issues, and activities of local government advocacy groups like the League of California Cities.
A Legislative Platform details an organization’s policy and legislative priorities through a series of general and flexible statements that will serve as an official record of the position on legislative issues and a guide for advocacy services. While there are many worthwhile and valuable advocacy causes and positions, the statements in the City of Napa’s Legislative Platform should pertain to those items within the purview of the City Council and the City of Napa and relate to how legislative or regulatory policy could positively or negatively impact how the City of Napa does business or serves the community.
Today’s requested action is the adoption of a resolution approving the 2026 City of Napa Legislative and Regulatory Platform that authorizes the City Manager and Mayor to act based on the process outlined in R2019-083, adopted by the City Council in 2019.
