Fire Station Alerting System Replacement

Authorize the Assistant City Manager to execute a contract in an amount not-to-exceed $510,000 with Westnet to replace the alerting systems for all five City Fire Stations and determine that the exception for procurement via existing contracts of other public agencies in Napa Municipal Code Section 2.91.060 applies to the contract.

DISCUSSION:

Westnet Fire Station Alerting Systems are recommended to replace obsolete and unsupported systems at all five fire stations. Vendors for the two alerting systems currently in operation are no longer in business. Maintenance costs and staff time continue to increase as the equipment ages, and parts become more difficult to source.

 

Westnet has a cooperative agreement with Sourcewell, contract 042021-WNT, and has provided the best pricing to include discounts for the quantity being ordered. Therefore, staff recommends that the City Council determine that the exception in Napa Municipal Code Section 2.91.060, which authorizes the City to enter into a contract based on the terms of an existing contract between the contractor (Westnet) and another government agency without further complying with the requirements of Napa Municipal Code Chapter 2.91, applies as documented in Attachment 2. Additionally, the City of American Canyon uses the same system providing for ease of integration and consistency across agencies.

 

FINANCIAL IMPACTS:

Budget for this project is being funded by the American Rescue Plan Act professional services account: 11019100-53210.

 

CEQA:

The Assistant City Manager has determined that the Recommend Action described in this agenda is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
