DISCUSSION:
The City of Napa commenced work on the Urban Forestry Management Plan (UFMP) in 2022. The work was supported by the 2021/2022 Cal Fire Urban and Community Forestry Grant, which served as the primary funding source supporting the development of the UFMP for the City of Napa. One of the grant requirements was to complete an UFMP, a plan intended to help guide the City of Napa forestry program over the next 40 Years, supporting the City‘s efforts to protect, preserve, plan and promote the urban forest for feature generations.
The city partnered with two organizations during the development of the UFMP. Davey Resource Group (DRG) was the consulting firm selected to lead the project. DRG has a tremendous amount of experience with development of forestry management plans. The second partner was Napa Resource Conservation District (NRCD), who was primarily tasked with the associated community outreach and education related to the UFMP.
In March of 2026, staff provided the Council with an overview of the UFMP. This update included a high-level overview of the 85-page Urban Forestry Management Plan. The presentation highlighted several significant sections of that plan, including a tree inventory and resource analysis summary and goals and recommendations, of the plan. This section identified useful information as it relates to the maintenance of Napa’s Urban Forest.
To ensure compliance with Cal Fire Urban and Community Forestry Grant, Council must adopt the Urban Forest Management Plan as a guiding policy document through an enforceable way approved by CAL Fire Staff. The attached resolution ensures the City is in accordance with the grant requirements.
FINANCIAL IMPACTS:
There are no financial impacts. This plan will help to identify under or unfunded needs and projects that may require additional funding to support.
CEQA:
City Staff recommends that the City Council finds that this Resolution is not subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15352, and, in the alternative, is exempt pursuant to CEQA Guidelines section 15060(c)(3) or, in the alternative, is exempt pursuant to CEQA Guidelines section 15061(b)(3), and staff is directed to file a Notice of Exemption.
