Interview applicants and appoint one individual to the Public Financing Authority of the Napa Enhanced Infrastructure Financing District for a term beginning immediately and ending September 30, 2025.

DISCUSSION:
COMPOSITION AND PURPOSE OF THE COMMISSION:
The Public Financing Authority (PFA) is the governing body of the Napa Enhanced Infrastructure Financing District (EIFD). The EIFD provides financing of public capital facilities and other specified projects of communitywide significance that provide significant benefits to properties within the EIFD or the surrounding community.
The PFA consists of five members, including three members of the City Council, and two members of the public chosen by the City Council in accordance with resolution R2016-5. Members will serve two-year terms. Applicants must be City of Napa residents and registered voters.
Meetings will be held annually and as necessary to perform the responsibilities under the EIFD Law, including the review and approval of an Infrastructure Financing Plan (and any proposed amendments to that Plan), and the consideration of issuance of bonds to finance the projects defined by the Infrastructure Financing Plan.
NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS:
There is one vacancy due to the resignation of Carl Ebbeson effective March 18, 2024. His term on the PFA was set to expire on September 30, 2025.
RECRUITMENT PROCESS:
The City Clerk accepted applications for the Committee from March 28, 2024 through April 26, 2024. Recruitment announcements were published on the City’s website, on the City’s social media platforms, in the City of Napa News, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, and Leadership Napa Valley.
APPLICATIONS RECEIVED:
A total of two applications were received from Alex E. Crown and Burt Teaff.
Copies of the applications have been provided as Attachment 1 for reference.
All applicants have confirmed their attendance for the May 7, 2024 City Council Meeting for the interview process.

The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
