Re-appoint incumbent Tom Woolf to the Senior Advisory Commission, as a senior community at-large member, for a term beginning immediately and ending on September 30, 2027; and designate existing commission member Jim Holland to serve as a designated senior agency representative.

DISCUSSION:
COMPOSITION AND PURPOSE OF THE COMMISSION:
The Senior Advisory Commission is governed by Chapter 2.76 of the City of Napa Municipal Code and is advisory to the City Council and the Parks and Recreation Services Director on matters regarding services, facility use, and recreational activities at the Senior Activity Center and establishes short and long-term goals for senior programs.
The Commission consists of seven members appointed by the City Council. Five members must be representatives of the Napa senior community at-large; two must be representatives from area senior services agencies. Each member must be a City of Napa resident and registered voter. The Senior Advisory Commission meets on the first Wednesday of every other month at 2:00 p.m. at the City Hall Council Chambers, 955 School Street, Napa. The term length is two years.
NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS:
There were a total of two seats to be filled due to term expirations of Tom Woolf and Howell Broxton. Tom Woolf served as a senior community at-large representative, and Howell Broxton served as senior agency representative.
The City Clerk accepted applications for the commission from July 22, 2025 through October 24, 2025.
Following the initial recruitment, one application was received by Michael O’Connell to serve as a senior community at-large member. Michael O’Connell was appointed to the commission on December 2, 2025.
City Clerk staff continued recruitment for the second vacancy through December 5, 2025.
Tom Woolf subsequently submitted an application reapplying for his second term as a senior community at-large member. A copy of the application has been provided as Attachment 1 for reference. No other applications were received.
RECOMMENDATIONS:
To fulfill the requirement of the senior agency representative position, City Staff recommends that Jim Holland, current Chair of the Senior Advisory Commission, be designated as the second senior agency representative on the commission. He is the President of Napa Bocce Association which meets at the Senior Center 5 days a week and has over 400 players who are Napa residents and 55+ years old. City Staff believes that being president of Napa Bocce qualifies Mr. Holland and therefore recommends his appointment as a designated senior agency representative.
Commission member Katie Holman serves as the second senior agency representative.
RECRUITMENT PROCESS
Recruitment announcements were shared on the City’s website and social media platforms, published in the City’s electronic newsletter “Napa News Weekly”, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, Leadership Napa Valley, and Neo Gov.
