Authorize the City Manager to execute Amendment No. 4 to Agreement No. C2020-058 with Tyler Technologies, Inc. increasing the not to exceed amount by $59,200 to add 268 additional implementation hours for a total not to exceed amount of $1,364,512.

DISCUSSION:

On November 2, 2021, the City Council approved Resolution No. R2021-106 authorizing the City Manager to execute a contract amendment to C2020-058 with Tyler Technologies, Inc. to provide Energov software, hardware and implementation services to upgrade the City’s software for land management including development permit processing.

 

Beginning in 2022, Representatives from the City Manager’s Office, the Community Development, Public Works, Fire, and Utilities Departments have been engaged in the implementation of this new software program and the City has hired a part-time staff person to provide overall project management. 

 

Today’s proposed amendment adds 268 implementation hours to the contract, which will allow consultants from Tyler Technologies to have the primary responsibility of building out additional development permit workflows within the system. Due to staffing constraints in the impacted departments, this amendment will ensure that these workflows are completed in a timely and expert manner and allow City staff to focus on reviewing proposed processes for accuracy in the new system rather than being dedicated to creating the processes. It also reflects the significant need for City staff to remain available for normal operations.     

 

FINANCIAL IMPACTS:

The proposed amendment to the agreement will add implementation hours at total cost increase of $59,200. Funding for this increased cost is available in the project budget (63013620-53210 40LANDMGMT-SERVICES).

 

 

CEQA:

The City Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
