Adopt a resolution:

(1)                     authorizing the Public Works Director to award a construction contract to, and execute a construction contract with MCK Services, Inc., for the California Boulevard Rehabilitation project (33ST26PW11) in the bid amount of $2,317,343.25;

(2)                     authorizing the Public Works Director to approve change orders and charges for project services up to $384,784.75 for a total project construction costs amount not to exceed $2,702,128;

(3)                     amending the FY2025/26 & 2026/27 Capital Improvement Project Plan as documented in Council Budget Amendment 4P6; and

(4)                     determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The proposed construction contract will resurface California Boulevard from Trancas Street to Clay Street, improving one of the City’s key north-south corridors. The project

includes asphalt paving, upgraded pedestrian crossings, bicycle lane striping, and the installation of new, high-visibility signage to support a safer roadway.

 

The project is being funded by Measure G and Measure T.  In November 2024, Napa voters passed Measure G to increase the citywide sales tax by 1% to provide funding for high-priority projects and City services. Through outreach efforts and surveys, community members expressed a strong desire for increased levels of repairs for streets and sidewalks. The tax went into effect on April 1, 2025, and significant road repair projects are now underway and beginning soon. These include construction on Coombs Street, Jefferson Street, the Westwood Neighborhood, Trancas Street, and this project on California Boulevard.  Measure T, a ½-cent sales tax approved by Napa County voters in 2012, has allocated funding to local jurisdictions within Napa County for road maintenance and rehabilitation purposes.

 

The engineer’s estimate of probable construction cost for the California Boulevard project is $2,900,000.  Staff publicly bid the project throughout October.  On November 4th, 2025, 13 formal bids for construction were received.  The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.

 

The total construction budget, inclusive of the construction contract, a 10% contingency, and owner’s costs, is proposed as follows:

The contingency, construction management, materials testing, and staff time are estimates. The funds can be used interchangeably between the items listed above.

 

FINANCIAL IMPACTS:

The existing project budget is not currently sufficient to fully fund the construction phase. The proposed Council Budget Amendment No. 4P6 will increase the project’s FY26 budget by transferring in funds de-obligated from the Westwood project. The proposed transfer will not affect the delivery of the Westwood project as that account will maintain sufficient funds for project completion and will provide the necessary funding for construction of the California Boulevard project.

 

The attached Council Budget Amendment No. 4P6 will increase the California Boulevard Rehabilitation (33ST26PW11) project’s revenues and expenditures budget by $500,000 of Measure T CIP Fund Balance.  With the recommended de-obligation of $500,000 from the Westwood Interior Streets Project (33ST22PW05), the Measure T  Fund Balance will have sufficient funds for the amendment. Staff recommends amending the FY2025/26 & 2026/27 Capital Improvement Project Plan as documented in Council Budget Amendment No. 4P6 as follows:

(1)                     De-obligate $500,000 of Measure T funds from the Westwood Interior Streets Project (33ST22PW05); and

(2)                     Obligate $500,000 of Measure T fund balance to the California Boulevard Rehabilitation Project (33ST26PW11)

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
