City Manager Employment Agreement

Adopt a resolution approving an amended and restated employment agreement with City Manager Steve Potter that maintains his current overall compensation.

DISCUSSION:
On April 21, 2020, the City Council adopted R2020-052, amending the employment agreement with City Manager Potter to reduce his overall compensation in response to the COVID-19 Pandemic and the City’s subsequent Declaration of Fiscal Emergency. City Manager Potter’s base salary was reduced by 5%, he deferred scheduled wage increases and suspended auto and cell phone allowances for the duration of the Fiscal Emergency. Those salary reductions expired in June of 2021, and City Manager Potter has had no other amendments to his employment agreement since that time. He continues to receive regular Cost of Living Allowance increases that are provided to other executive employees as approved by Council.
During his recent performance evaluation, City Manager Potter received positive feedback from the Mayor and Councilmembers on his leadership of City operations and ensured that his performance goals are aligned with Council direction.
City Manager Potter requested that the Council make no changes to his compensation package.
Today’s amended and restated employment agreement therefore serves only as a “clean-up” to remove references to the expired COVID-19 related salary and benefit reductions and makes no modifications to the salary or benefits that City Manager Potter receives. City Manager Potter will continue to receive his current base salary of $303,779.46 annually and benefits outlined within the proposed Employment Agreement and Executive Team Resolution R2025-027.
FINANCIAL IMPACTS:
There are no financial modifications proposed to the City Manager Employment Agreement and therefore no financial impacts with this action.
CEQA:
The Assistant City Manager has determined that the recommended actions described in this agenda report are not subject to CEQA, pursuant to CEQA Guidelines 15060 (c).
