Approve and authorize the Public Works Director to execute on behalf of the City Amendment No. 1 to Agreement No. C2025-798 with City Rise, LLC, for traffic control services in the increased amount of $900,000 for a total contract amount not to exceed $1,500,000 and determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:
The City accomplished an ambitious street paving work plan in 2025 and developed an equally ambitious schedule for 2026. This work will continue to focus construction on collectors and arterial roadways that carry significantly higher traffic volumes than residential streets. Traffic control personnel are critical to maintaining safe work zones, protecting our team, and limiting impacts to the community to maintain the flow of traffic around active construction areas, particularly along our busiest streets. The Water Division within the Utilities Department also relies on these services to support a portion of their operations.
The scale and pace of the paving program for FY26 and FY27 require additional certified flaggers, enhanced temporary traffic control equipment, and more coordinated scheduling to minimize downtime for paving crews. Increasing the contract limit will allow the City to:
• Deploy additional certified traffic control personnel in high-traffic areas
• Utilize enhanced signage, barriers, and mobile traffic control devices
• Improve scheduling coordination to support efficient paving operations
Agreement No. C2025-798 with City Rise, LLC, provides traffic control services for the Utilities and Public Works Departments. Traffic control is essential for ensuring the safety of City crews and the public during emergency road repairs and paving operations. The Public Works and Utilities Departments recommend approval of Amendment No. 1 to increase the contract's not-to-exceed amount by $900,000, bringing the total contract limit to $1,500,000 and the addition of Exhibit “B” (Rate Sheet), which was inadvertently omitted when the original agreement was executed. The amendment does not modify existing rates submitted as part of the competitive Request for Proposal process, and payments will continue to be made based on actual work performed. Work performed under this contract will be completed as needed through task orders. There is no commitment that the full contract amount will be utilized.
The City issued a Request for Proposals (RFP) on July 25, 2024, for On-Call Traffic Control Services. On August 15, 2024, the City received one proposal from a qualified firm who met the minimum qualifications presented in the RFP. A selection committee comprised of City staff evaluated and scored the proposal, evaluating the firm based on Qualifications, Pricing, and Experience. After thorough review and deliberation, the selection committee recommended and executed Agreement No. C2025-798 with City Rise LLC. The agreement included an approved rate schedule for labor and materials; however, the rate sheet was inadvertently omitted as an exhibit at the time of execution. Amendment No. 1 corrects this omission. The agreement includes a rate schedule for labor and materials, and a scope of services that may be required for paving and related services.
These adjustments will assist the City in productivity, reduce project delays, and ensure continued compliance with safety standards. They will also help minimize traffic disruptions and impacts on community members.
Amendment No. 1 will increase the not-to-exceed amount to support anticipated City work through the contract’s expiration on June 30, 2027. Public Works and Utilities intend to jointly issue a new solicitation for traffic control services for FY 2027/28 and beyond.
FINANCIAL IMPACTS:
No appropriations are necessary at this time. Each task order issued by the City will be paid with approved FY2025/26 and FY2026/27 budgets.
CEQA:
City staff recommend that the City Council determine that the Recommended Action is exempt from CEQA, pursuant to CEQA Guidelines Section 15301 (minor alteration of existing public or private structures involving negligible or no expansion of use).
