Approve and Authorize the City Manager to execute Amendment No. 1 to Agreement No. 2025-893 with Abode Services increasing the compensation amount by $112,744 for a new maximum of $257,000 to continue providing Mental Health Clinician Services as part of the Homeless Services Street Outreach Team.

DISCUSSION:
The City of Napa contracts with Abode Services for the provision of a Street Outreach Team to engage individuals experiencing homelessness and connect them with available resources in the community.
The Mental Health Clinician seeks to provide many opportunities to positively and thoughtfully engage with individuals experiencing the symptoms of mental health conditions with the goal of ultimately stabilizing their health conditions and getting them housed. The Mental Health Clinician provides services to a caseload of individuals experiencing homeless who have behavioral healthcare or other complex health needs and will provide support to the other outreach team members while in the field or at the South Napa Shelter to engage with and support individuals who are experiencing mental health challenges and have more complex needs.
The agreement plays a critical role in ensuring quality services with the goal of ending experiences of homelessness in our community.
Amendment No. 1 increases the total contract amount by $112,744 for a new total of $257,000 to allow for continued services through at least June 30, 2027.
FINANCIAL IMPACTS:
This agreement is funded by General Fund and Measure G funds allocated specifically for homeless services. Funds are budgeted in Fiscal Year 2026-2027.
CEQA:
The Community Resources and Development Director has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
