DISCUSSION:
The City, along with all employers, has been struggling with recruitment in a difficult job market. This is a residual from the vacancies left for savings during the COVID-19 pandemic and resulting fiscal emergency. The current Fiscal Year Budget contains 507 full-time positions and 6 limited-term positions, which includes the recent staffing plan changes adopted during the Fiscal Year 2022/23 Mid-Year Report in early April of this year. The Human Resources Department has been working closely with the Executive Team to determine the recruitment timelines to fill each of these positions and has been sharing regular updates with Council on overall recruitment progress.
The attached presentation (Attachment 1) provides a simple overview of the Human Resources Department’s efforts to fill these positions, as well as details on the current projects and highlights in Human Resources in support of the Council priority regarding hiring and workforce stability.
FINANCIAL IMPACTS:
Sufficient funding has already been approved in the citywide budget and no additional funding is required as of right now.
CEQA:
The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
