Adopt a resolution approving a contract with Rinker Materials for the purchase of reinforced concrete pipe for the Trower Avenue Storm Drain Improvements Project - Phase 1, authorizing a budget appropriation in the amount of $190,000, and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

Background

The Trower Avenue Storm Drain Improvements Project includes storm drainage improvements along Trower Avenue east of State Route 29 and various drainage improvements within the adjacent Lassen Drive neighborhoods to the north and south of Trower Avenue. 

 

The original project concept was approved by City Council during the Mid-Cycle Budget adoption on July 19, 2016, with appropriations of $200,000 for design from the CIP General Fund Reserves into the Trower Avenue Storm Drain Improvements project.

 

City Council authorized an additional appropriation of $250,000 on January 17, 2017 for the project design. The additional funds were needed due to the complexity of the project design and additional utility potholing. The total appropriations of $450,000 included funding for surveying, extensive utility potholing work, environmental reports and applications, design plans and specifications, city staff time for project management, submittal reviews and bid package preparation.

 

Phasing of Project

During the design phase of the project, City staff determined the Trower Avenue Storm Drain Improvements Project should be constructed in two phases. Phase 1 would include the storm drainage infrastructure within the Trower Avenue roadway and Phase 2 would include the remaining storm drainage improvements along the side streets of Valencia Street, Lassen Street, Yosemite Street, Diablo Street and Glacier Drive. Approximate project areas for Phase 1 and Phase 2 of the project are shown on Attachment 2. The need to phase the project was due to both scheduling and funding constraints as described below:

 

                     Scheduling: Constructing the larger diameter pipeline within Trower Avenue has been identified as the higher priority portion of the overall project due to Measure T improvement funds becoming available in 2018. Trower Avenue is one of the first streets that will be resurfaced using Measure T street maintenance funds. Trower Avenue is also in the vicinity of local schools. In an effort to minimize construction impacts on traffic, City staff has a goal to construct the Trower Avenue portion during the non-school months of 2017, approximately mid-June to mid-August. By phasing the project, City staff could focus the design effort on the higher priority Trower Avenue portion to keep the project on schedule.

 

                     Funding: In the current 5-year Capital Improvement Program plan, $1.3 million is programmed for construction of the project in FY 2017/18. In order to cover the estimated construction contract award and remaining Phase 1 costs, an additional $850,000 has been requested in FY 2017/18 through the proposed    2-year Capital Improvement budget planning process. Due to the expedited schedule of the project, the total FY 2017/18 budget request of $2,150,000 will be needed in the current fiscal year. 

 

Phase 1 of the Trower Avenue Storm Drain Improvements Project is currently out for bid. Once construction contract bids are received and evaluated, City staff plans to present the selected contractor for award consideration at the May 16, 2017 City Council meeting and request a budget appropriation to move the requested FY 2017/18 funds into the current fiscal year.  The $190,000 appropriation being requested now is a portion of the $2,150,000 requested funds.  

 

Pipe Procurement

During the design phase it was determined the larger diameter reinforced concrete pipe components of Phase 1 have long lead times for manufacturing. The construction contract authorization is not anticipated to be complete until early June 2017. Under the normal bid procedures this would not give the contractor enough time to order the reinforced concrete pipe in preparation for a mid-June construction start date. City staff therefore issued a formal invitation for bids for the procurement of all the reinforced concrete pipe associated with Phase 1 of the Project on March 21, 2017. The reinforced concrete pipe would become City furnished materials under the construction contract for Phase 1 of the project.

 

Two (2) bids for reinforced concrete pipe were received and opened at 3:00 P.M. on April 4, 2017. The bids were as follows:

This project was subject to a Local Business Preference pursuant to Chapter 2.93 of the Napa Municipal Code which affords local businesses a preference of a three percent (3%) reduction factor to the bid.  This preference did not alter the bid results.

 

FINANCIAL IMPACTS:

The Trower Avenue Storm Drain Improvements Project (SD17PW03) has a current balance of $90,000 needed for continued design work and project management.  To fund the procurement of the reinforced concrete pipe, City staff requests an additional $190,000 appropriation from the CIP General Fund Reserve into the Trower Stormdrain Improvements Project.  An additional request for appropriation of funds for construction will be brought before Council in the coming weeks.

 

Prior to this action, the CIP General Fund Reserve is projected to end FY 2016/17 with an estimated balance of $6,483,000.

CEQA:

City staff recommends that the City Council determine that the Recommended Action is statutorily exempt from CEQA pursuant to Public Resources Code Section 21080.21 and CEQA Guidelines Section 15282(k) (the installation of new pipeline or maintenance, repair, restoration, removal, or demolition of an existing pipeline, as long as the project does not exceed one mile in length).
