Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, Ghilotti Bros., Inc., for the Coombs Street & South Coombs Street Rehabilitation - Imola Avenue to 5th Street project in the bid amount of $4,695,445.70; and (2) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

In November 2012, the voters of Napa County approved a ½-cent sales tax increase known as Measure T to be implemented July 1, 2018.  Measure T funding is to be used for maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, and local roadway drainage.  On May 18, 2021, City Council adopted the City’s updated 5-year Measure T Work Plan which included Coombs Street & South Coombs Street Rehabilitation - Imola Avenue to 5th Street (Project).  This Project is anticipated to also utilize Measure U and Measure G funding in fiscal year 2025/2026. 

 

The Project includes work to improve traffic safety, traffic calming, and paving. Specifically, the Project consists of concrete sidewalk, curb and gutter repairs, pavement reconstruction using full depth reclamation, with a new asphalt  overlay and thermoplastic striping. Additionally, the Project will provide safety upgrades for pedestrians while slowing traffic by constructing curb bulbouts and several intersections. Upgrades will be made to the existing bicycle facilities by providing a Class 2 bicycle lane in the north bound direction with enhanced pavement markings to improve visibility and awareness.

 

The engineer’s estimate of probable construction cost for the Project is $5,338,980.

 

Staff publicly bid the Project during the month of April.  On May 1, 2025, nine (9) formal bids for construction were received.  The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.

 

The recommended action is to award the contract for $4,695,445.70.  Sufficient funding is available in the Project budget for the contract award.  However, to deliver the Project, additional funding is required to be allocated in the upcoming Fiscal Year 2025/2026 budget.  There will be approximately $208,000 remaining in the Project account after the construction contract award.  Staff will be recommending $700,000 be added to the Project account as part of the upcoming budget presented to City Council for adoption.  The proposed funding sources for Fiscal Year 2025/2026 are Measure U and Measure G.

The total construction budget, inclusive of the construction contract, a 10% contingency, and all owner’s costs, is anticipated as follows:

Staff recommends authorization to proceed with award of the construction contract to be able to start the construction earlier (than waiting until July after the start of new fiscal year to award the contract), and so the contractor can take advantage of seasonal conditions, thus minimizing construction schedules and the associated impacts to the community.

 

FINANCIAL IMPACTS:

There are no financial impacts to award the construction contract in the amount indicated. Sufficient funding for the Project is composed of existing appropriations for the Coombs Street & South Coombs Street Rehabilitation - Imola Avenue to 5th Street (ST20PW09) project adopted in the current CIP Budget.

 

This recommended action contemplates that additional funding is recommended to be allocated to the Project beyond the current available funds in order to provide appropriate resources for Construction Management, and to provide an industry standard contingency of 10% of the amount of the construction contract for unforeseen conditions.  The sum total of additional recommended allocation is anticipated to be $908,025.  While there is limited funding in the current budget, $700,000 will be required in Fiscal Year 2025/2026.  Staff have identified sufficient appropriate funds totaling this amount across several funding sources to be allocated with the City’s adoption of the Fiscal Year 2025/2026 budget.  The specifics of these recommended allocations will be presented to Council at the June 3, 2025, regular meeting as an element of the FY2025/2026 budget adoption and will be clearly indicated as changes to those recommendations previously presented to Council on April 28, 2025. 

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
