Interview applicants and appoint five individuals to serve on the Measure G Citizen Oversight Committee as follows:
1) Two individuals to fill terms ending June 30, 2028; and
2) Three individuals to fill terms ending June 30, 2027; and
3) Designate one of the members as person demonstrating experience in accounting or finance; and
4) Designate one of the members as person demonstrating experience in municipal operations or capital project delivery.

DISCUSSION:
COMPOSITION AND PURPOSE OF THE COMMISSION
The Measure G Citizen Oversight Committee is governed by Chapter 3.15 of the Napa Municipal code and was established to review and report annually on the receipt and expenditure of revenue from the tax authorized by Chapter 3.14.
Duties of the commission are as follows:
A. Review and report on the financial audits of the Measure G retail transactions and use tax revenues and expenditures.
B. Confirm expenditures are consistent with priorities approved by the City Council, no revenues have been siphoned off by the State or other entities, and no revenues are used for the benefit of other than the Napa community.
C. Receive presentations regarding projects, initiatives, and city operations funded by the Measure G retail transactions and use tax.
D. Review financial reports regarding the Measure G retail transactions and use tax requested by City Council.
E. Make recommendations to the City Council on matters referred to the Committee by the City Council.
The board shall consist of five members, appointed by the City Council. Each member shall be a full-time resident and registered voter of the City.
At least two of the five members of the Committee shall demonstrate professional experience as follows: (1) one of the five members shall demonstrate professional experience in accounting or finance, preferably for public agencies and (2) at least one of the five members of the Committee shall be a person who demonstrates professional experience in municipal operations or capital project delivery.
During the initial appointment to form the committee, two members shall be designated to serve 3-year terms. The regular term length will be 2 years.
Meetings of the Committee shall be held no less than two times per calendar year in accordance with procedures established by resolution of the City Council.
RECRUITMENT PROCESS
The City Clerk accepted applications for the Commission from March 20, 2025, through April 11, 2025. Recruitment announcements were shared on the City’s website and social media platforms, published in the City’s electronic newsletter “Napa News Weekly”, and posted at various locations within the City facilities.
APPLICATIONS RECEIVED
Twenty applications were originally received. After qualifying all applicants, one name was removed due to residency requirement as the individual lives outside City limits.

The following six applicants have applied as a person demonstrating experience in municipal operations or capital project delivery: Gordon A. Huether, Suzanne R. Mason, Heather B. McCollister, Kevin R. Plett, Jonathan C. Schellin and Daniel I. Wilkowsky.
INTERVIEW PROCESS
Applicants will be given three minutes (timed) to present their qualifications and experience that align with the committee. Council will determine the order of interviews by random selection.
After the three-minute presentations, utilizing the information provided in each application, and following the statements provided by the applicants, Council will do an initial vote to narrow down the list of candidates who will be considered for the final interview process, and interviews will take place immediately following. Council will again determine the order of interviews by a random selection process.
Council will then deliberate and by majority vote will appoint five individuals to the committee.

The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
