Bullet Trap Installation at the Police Department Shooting Range

Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, Action Target, Inc., for the purchase and installation of two bullet traps and six electronic targets at the Police Department Shooting Range located at 2295 Monticello Road in the amount of $266,450; (2) authorizing the Public Works Director to approve change orders for project services up to $44,645 for a total project amount not to exceed $311,095; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
The Public Works Department is facilitating the installation of two new bullet traps and six electronic targets at the Police Department Shooting Range (“Project”), located at 2295 Monticello Road. The installation will replace the existing earthen berms.
Police Department staff selected and vetted Action Target, Inc. to install the previous replacement bullet trap authorized by Council Resolution R2023-140. Action Target, Inc. holds a US patent on the system, and therefore, this company can only fully provide the performance required for these items.
The estimate of the probable construction costs for the purchase and installation of both bullet traps and electronic targets is $266,450. This sum includes materials, construction, and delivery of the bullet traps and targets.
Staff recommends that the City Council determine that the proposed contract with Action Target, Inc. in the amount of $266,450 qualifies as a specialty item under Napa Municipal Code 2.91.050 because, as described above, Action Target, Inc. is the only vendor that can supply the product that the products that meet the City’s performance requirements as documented in the draft resolution.
The construction budget is proposed as follows:
Action Target, Inc. $ 266,450
Contingency for unseen conditions (10% of bid) $ 26,645
Construction Management and Inspection $ 15,000
Public Works Engineering Staff $ 3,000
Total $ 311,095
The contingency, contract administration, construction management, inspection costs and staff time are estimates. The funds can be used interchangeably between the items listed above.
FINANCIAL IMPACTS:
There are no financial impacts. Sufficient funding for the Bullet Trap installation project is available in the 9017FR17 budget.
CEQA:
Staff recommends that the City Council determine the Recommended Action described in this Agenda Report is exempt from CEQA, pursuant to CEQA Guidelines Section 15301(d), which exempts restoration or rehabilitation of deteriorated structures, facilities, or mechanical equipment to meet current standards of health and safety.
