Authorize the City Manager to:
1. Accept and sign all necessary documents related to the $161,872.12 grant from the Governor's Office of Business and Economic Development for the Local Immigrant Integration and Inclusion Grant.
2. Complete the necessary budget actions to accept and implement the grant.

DISCUSSION:
The City Manager's Office and the Economic Development Division of the Community Development Department in collaboration with the UpValley Family Centers and On The Move submitted a grant application under the Local Immigrant Integration and Inclusion Grant program.

The City of Napa was awarded funds in the amount of $161,872.12. The term of the grant is October 1, 2024 through November 30, 2025. The City of Napa will subcontract with the UpValley Family Center and On The Move to achieve the two primary goals.

The first goal includes conducting education and outreach with 500 immigrants and refugees, including newcomers, to raise awareness about immigration services, health insurance, housing, financial education and economic development resources. This will include offering quarterly culturally, linguistically and geographically accessible community education sessions for the Napa County immigrant community; providing referrals and enrollment assistance to classes focused on English as a Second Language, literacy, math, civics/citizenship, job training and financial literacy; and distributing educational materials to increase awareness of services including Medi-Cal, Cal Fresh, and discounted utility programs.
