Authorize the Acting Chief of Police, Fabio Rodriguez to execute on behalf of the City a Memorandum of Understanding (MOU) with the Napa Valley Unified School District (NVUSD) for the collaboration and operation of the School Resource Officer Program for the 2025-2026 school year, in the shared cost of one (1) Youth Services Bureau Detective and three (3) School Resource Officers in a total joint cost of $761,169.65.

DISCUSSION:
The City and Napa Valley Unified School District (NVUSD) have successfully collaborated for years to operate the School Resource Officer Program. It is both parties’ desire to continue this relationship built on mutual respect and cooperation with the common goal to promote a safe, supportive education environment and community safety.
The City and NVUSD shall share the cost of one (1) Youth Services Bureau Detective and three (3) School Resource Officers in accordance with the MOU (attachment 1) for the term August 7, 2025- June 21, 2026 at the following NVUSD school sites: Napa High School, Vintage High School, Valley Oak Continuation High School, New Technology High School, Redwood Middle School, Unidos Middle School, and Silverado Middle School. The City’s total cost sharing will be $304,372.72 and NVUSD’s total cost sharing will be $456,796.93 for a total cost share of $761,169.65 for the 2025-2026 SRO Program.
The NVUSD reserves the option to request the Napa Police Department to provide additional police supervision services at high school football games, in-person board meetings, and school dances for an amount not to exceed $45,000 for the 2025-2026 school year term.
FINANCIAL IMPACTS:
No fiscal impact on the General Fund.
CEQA:
The Acting Chief of Police has determined that the recommendation action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
