Adopt a resolution amending the City Classification Plan by adopting the revised classification specification for Fire Marshal and new classifications and salary ranges for Senior Fire Inspector and Fire Inspector I/II; and amending the Budget Staffing Plan by adding one (1) Senior Fire Inspector position, and deleting one (1) Senior Fire Prevention Inspector position; and adding three (3) Fire Inspector I/II positions and deleting three (3) Fire Prevention Inspector I/II positions in the Fire Department.

DISCUSSION:

The Human Resources Department received a request from the Fire Department to update the classification specification for Fire Marshal, as well as establish new classification specifications for Senior Fire Inspector and Fire Inspector I/II.

 

The Human Resources Department reviewed the Fire Marshal classification specification and recommends revising the existing classification specification to reflect current industry terminology, more accurately describe the scope of work and responsibilities assigned to the position, clarify language related to minimum qualifications and special requirements, align with current state certification requirements, and ensure consistency with the City's approved class specification format. No salary adjustments are proposed as part of this update.

 

Staff also reviewed the Fire Inspector classification series for Senior Fire Prevention Inspector and Fire Prevention Inspector I/II. The Human Resources Department recommends establishing the new classifications of Senior Fire Inspector and Fire Inspector I/II. New classification specifications have been developed to better align with current industry terminology, certification requirements, and operational needs of the Fire Department. In addition, the new classification specifications clarify existing language to more accurately reflect current duties and responsibilities and ensure consistency with the City’s approved classification specification format. The existing Senior Fire Prevention Inspector and Fire Prevention Inspector I/II classifications will remain in place. Upon successful attainment of the qualifications outlined in the new classification specification requirements, employees may be flexed to the new Fire Inspector II level. 

 

No salary adjustments are being proposed as part of this update. The classification study found that the pay of the new classifications is on par with the comparator market and thus does not warrant any salary adjustment at this time.

 

It is recommended that the Fire Marshal classification specification be revised to more accurately reflect current duties and responsibilities, better align with current state certification requirements, and maintain the approved classification specification format.

 

Staff recommends creating a new classification specification titled Senior Fire Inspector with a salary range of $115,807.64 - $139,908.24 to align with the current salary range of Senior Fire Prevention Inspector. Staff also recommends creating new classification specifications titled Fire Inspector I/II with a salary range of $91,566.82 - $110,607.85 (Fire Inspector I level) and salary range of $100,723.85 - $121,659.48 (Fire Inspector II level) to align with the current salary ranges of Fire Prevention Inspector I/II. These new classifications will better reflect the shift in duties and operational needs of the Fire Department.

 

The two affected bargaining units, Administrative Managerial, and Professionals (AMP) and Napa City Employees’ Association (NCEA), were given an opportunity to review, and agreed with staff’s recommendations.

 

The revised classification for Fire Marshal and new classifications and salary ranges for Senior Fire Inspector and Fire Inspector I/II were reviewed by the Civil Service Commission at their regular meeting on August 17, 2026, and the Commission recommended Council approval.

 

FINANCIAL IMPACTS:

There is no fiscal impact since the salary ranges of the new classifications remain the same. The number of allocated positions were already budgeted as a part of the Fiscal Year 2026/27 budget.

 

CEQA:

The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
