Response to the Napa County Grand Jury Report on Vacation Rentals

Recommendation

 

Approve the City of Napa Response to the 2018-2019 Napa County Grand Jury Final Report entitled “Enforcing Short-term Vacation Rental Codes in Napa Valley,” and direct the City Manager to submit the response on behalf of the City Council to the Presiding Judge of the Superior Court.

DISCUSSION:

On June 24, 2019, the 2018-2019 Napa County Grand Jury submitted the Final Report entitled “Enforcing Short-term Vacation Rental Codes in Napa Valley,” as set forth in Attachment 2.  State law requires the City Council to respond to each finding and recommendation of the Grand Jury, and submit the response to the Presiding Judge of the Superior Court within 90 days of the report. (See California Penal Code Sections 933 and 933.05.) In compliance with these requirements, the Community Development Director recommends that the City Council approve the recommended City Response to the Grand Jury Report as presented in Attachment 1.

 

FINANCIAL IMPACTS:

No direct financial impacts to the City have been identified related to this response to the Napa County Grand Jury.

 

CEQA:

The Community Development Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
