Adopt a resolution (1) approving and authorizing the Parks & Recreation Director to execute on behalf of the City Amendment No. 1 to Agreement No. C2023-652 with Redux Design Shop, LLC, for design, fabrication and installation of artwork titled “Downstream” located in the Soscol Medians in the increased amount of $55,566 for a total contract amount not to exceed $235,566, (2) approving a transfer in the amount of $55,566 from the Public Art Fund account 2305050-82300 to CIP project account 30030210-70510 33PA22PR04 as documented in Council budget amendment No. 19P10; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

Agreement No. C2023-652 with Redux Design Shop, LLC includes the design, fabrication and installation of an artwork titled “Downstream” which will be located in the Soscol Medians between Sousa Lane and Gasser Drive. The proposed Amendment No. 1 will increase the contract's not-to-exceed amount by $55,566 bringing the total not to exceed to $235,566. This amendment is focused on the addition of lighting to the scope of the artwork project. Lighting is now a feasible addition given the recent addition of electrical access along the Soscol medians through a Public Works Department roads project. 

 

The City completed the addition of medians along Soscol Avenue between Gasser Drive and Sousa Lane in 2018 to enhance safety and improve traffic flow along the corridor.  The Soscol Avenue medians were identified as a priority under the Roadway category of the Public Art Master Plan and the Soscol Medians public art project was recommended by the Public Art Steering Committee (PASC) and approved by City Council in April 2022.  The Soscol Medians is an important entryway into Napa and this public art project will enhance the aesthetics along this commercial corridor. Staff went through the Request For Qualifications (RFQ) and Request For Proposals (RFP) process to select the final artist and artwork.  City Council awarded the project to Redux Design LLC, and the artist Jacques Lesec, and his artwork title “Downstream” in August 2023.  This past year the artist in collaboration with the Parks & Recreation staff, Public Works engineering and the Building Division has been completing the final design for the project. 

 

The original scope did not include lighting as part of the project because there was no access to electrical conduit in the center median along Soscol Avenue during the early planning process of the project.  However, in coordination with Public Works, electrical access has been made available.  After the selection of the artwork and completion of the final design process, it was determined that the final design should include lighting if possible. As the sculpture is located in the center medians, the addition of lighting will improve traffic safety, especially for evening vehicular traffic. The amendment will include the purchase of lighting equipment, a slight modification to the sculpture to add additional channels for the lighting to adhere to the artwork, and the installation of the lighting onto the sculpture.  

 

FINANCIAL IMPACTS:

The costs associated with the proposed Amendment No. 1 are $55,566 and there are funds available in the Public Art Fund to support this addition to the overall Soscol Medians public art project (30030210-70510 33PA22PR04).  Any unused funds from the project will be returned to the Public Art Fund. 

 

CEQA:

City staff recommends that the City Council determine that the actions authorized by this item are exempt from CEQA pursuant to CEQA Guidelines Section 15303 (Class 3), which exempts construction and location of limited numbers of new, small facilities or structures.
