DISCUSSION:
The Alston Park Water Tank (“A1 Tank”) was constructed in 1960 as part of the 1960 Water Bond Program. The concrete tank provided 4 million gallons of water storage until the post-tension wiring at the top third of the tank failed. The tank was replaced by a welded steel tank in 2002. The tank has been idle for nearly 20 years and continues to deteriorate. The roof was further damaged by high winds during storms in December 2022. Staff determined the tank should be demolished to maintain the site safely.
On March 23, 2023, staff requested bids from contractors to demolish and dispose of the existing A1 Tank. On April 3, 2023, staff received 4 responsive bids, which are listed as follows:
$122,692 Garney Pacific, Inc.
$130,000 W.C. Maloney, Inc.
$213,000 Atlas Peak Construction
$267,700 Maggiora & Ghilotti, Inc.
City staff reviewed the bids and recommended the selection of Garney Pacific, Inc., the apparent lowest and best bidder. The Napa Municipal Code local business preference of a three percent (3%) bid reduction factor did not alter the bid results. Given that the initial amount of the Agreement with Garney Pacific Inc. was under the City Manager’s signature authority of $125,000, the Agreement was executed by the City Manager and a notice to proceed was expected to be issued by May 8, 2023. The schedule anticipates three weeks for project completion.
Given the nature of the work and inherent unknowns that the contractor may encounter during demolition, a contingency of approximately 20% of the contract amount, $25,000, is reasonable. Any change order issued is likely to make the total contract amount exceed $125,000 and require Council approval. Therefore, Staff is seeking Council authorization for the Utilities Director to execute change orders up to $25,000 for a total contract amount not to exceed $147,692.
FINANCIAL IMPACTS:
There are existing funds for the A1 Tank Demolition (53060115-53270) in the amount of $150,000.
CEQA:
City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(b) (Existing Facilities) which exempts operation, repair, maintenance or minor alteration of existing public or private structures, facilities, mechanical equipment or topographic features involving no expansion of use beyond that previously existing.
