Recommendation

 

1.                     Authorize the City Manager to execute an agreement with Abode Services in an amount not to exceed $2,853,464 to provide the staff and related operating expenses to operate a non-congregate sheltering program at the North Napa Center for the term July 1, 2024 through June 30, 2026; and

2.                     Authorize the City Manager to execute an agreement with Universal Protection Services dba Allied Security Services in an amount not to exceed $1,500,000 to provide security services at the North Napa Center for the term July 1, 2024 through June 30, 2026.

3.                     Determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:

On January 17, 2023, the City Council authorized the Deputy City Manager to submit a grant application under the Encampment Resolution Funding Program (ERF). ERF is an initiative of Governor Gavin Newsom to fund actionable, person-centered local proposals that resolve the experience of unsheltered homelessness for people residing in encampments. The goal of the program is to address the safety and wellness of people within encampments, resolve critical encampment concerns, and transition individuals into interim shelter with clear pathways to permanent housing, or directly into permanent housing. ERF was offered on a rolling basis if funds are available, with Caltrans properties and other state rights-of-way prioritized for encampment resolution. The City of Napa’s application prioritized individuals living in encampments located on Caltrans properties along Highway 29, State Route 121, the Napa River, and various creeks in the City of Napa, as well as Kennedy Park. In June 2023, the City of Napa received a notice of award.

 

The City of Napa is leasing the former Motel 6 located at 3380 Solano Avenue for the purpose of providing non-congregate sheltering for individuals residing in the prioritized encampments. Shelter is provided to no more than 65 clients at any one time in 54 motel rooms. There are currently 62 clients on site.

 

The North Napa Center has been operating since August of 2023 and the lease on the site expires on June 30, 2026. Today’s requested action includes the approval of two agreements for security services and staffing services for the operation of the site through the remainder of the lease. 

 

The Abode Services agreement includes staffing on a 24/7 basis, that includes a minimum of two shelter monitor staff at any time. Staffing also includes three case management staff, paid in part by the ERF grant and in part by Cal-AIM funds with the purpose of providing the necessary support to prepare clients for the transition to permanent housing. The agreement with Abode Services also includes private storage for clients entering the program if their belongings are beyond what can be maintained in a motel room, funds for breakfast, and client gap funds to assist clients with clothing or other basic necessities as they prepare to transition to permanent housing.  

 

The agreement with Allied Security Services includes a minimum of two security guards that work on site and patrol neighboring properties. 

 

To date, this program has transitioned 19 individuals to permanent housing. The goal is to transition a total of 80 individuals to permanent housing by June 30, 2026.

 

FINANCIAL IMPACTS:

There is no impact to the General Fund. The City of Napa previously received a grant for this purpose and the program is fully funded by the ERF Grant. 

 

CEQA:

City staff recommends that the City Council determine that the Recommended Actions described in this Agenda are exempt from CEQA, pursuant to CEQA Guidelines Section 15301, which exempts the operation of existing facilities.
