Classification Specification and Salary for Parks Planning Manager in the Parks and Recreation Services Department

Adopt a resolution amending the City Classification Plan by adopting the new classification specification and salary range for Parks Planning Manager; and amending the Budget Staffing Plan by adding one (1) Parks Planning Manager position, and deleting one (1) full-time Management Analyst I/II position in the Parks and Recreation Services Department.

DISCUSSION:
The Human Resources Department received a request from the Parks and Recreation Services Department to review the job classification, workload, and scope of responsibilities of the Management Analyst II supporting the City’s planning and administration of the City’s Parks Planning program.
Through the class study, it was found that the position is performing duties which included management, planning and development for City’s Parks System. This involves the understanding of the parks and the needs of the Napa Community concerning a variety of projects from restroom access to ADA compliance. The incumbent manages ideation to implementation of park construction projects, park and landscape design, organizing and implementing community engagement plans, analyzing citywide data, and hiring and managing contractors hired in the course of work. The position is responsible for community engagement initiatives and manages public meetings concerning park development and renovation projects. The knowledge, skills and experience related to parks planning work is specialized, and the duties of the position have increased in complexity and responsibility from responsive maintenance services and progress to park system development.
There are currently two Management Analyst I/II positions in the Parks Planning division, one classified position and one Limited-Term position. While the Limited-Term position is currently vacant, the incumbent in the classified position is performing duties aligned with program ownership and independent decision making necessary for managing the division. This requires a level of mastery that is not currently encompassed in the existing specification. The range of knowledge required in the current Management Analyst II classification specification does not accurately encompass the work performed by the classified position. Therefore, it is recommended that the City create a new classification to illustrate the duties of Parks Planning programmatic management.
The classification study also found that the job title needed to better reflect the work and expectations of this role. The recommended title for the new classification specification is “Parks Planning Manager”.
Staff recommends the creation of a new classification titled Parks Planning Manager to reflect the level of programmatic authority and necessary technical experience which will better align with the current duties of the position and operational needs of the Parks and Recreation Services Department.
It is also recommended that the Parks Planning Manager salary range be set at $119,493.70 - $146,706.91, which is within 5% of the comparator market median, and allows for an appropriate 10% differential above the Management Analyst II (Limited-Term) direct report. This proposed salary range is inclusive of the 2% salary increase effective the pay period containing January 1, 2026 which was previously approved under the Administrative Managerial, and Professionals (AMP) MOU.
The affected bargaining unit, Administrative Managerial, and Professionals (AMP), was given an opportunity to review, and provided their feedback.
The new classification and salary range for Parks Planning Manager was reviewed by the Civil Service Commission at their regular meeting on December 15, 2025, and the Commission recommended Council approval.
FINANCIAL IMPACTS:
The Parks and Recreation Services Department has worked with the Finance Department to shift already appropriated funding to accommodate the additional costs of these salary range changes for the remainder of FY 2025/26 and FY 2026/27 budget.
CEQA:
The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
