Authorize the Acting Chief of Police to: (1) execute a reimbursement agreement with Napa County by which the City will receive $676,315 to offset the costs of crime analyst services; (2) execute an agreement with San Mateo County by which the City will receive crime analyst services over a three-year term for $676,315.

DISCUSSION:
The Police Department (PD) does not currently employ a Crime Analyst, nor does any law enforcement agency (LEA) in Napa County. Crime Analysts are commonly employed by police departments to evaluate and share actionable information and intelligence related to crime trends & patterns, prolific offenders, and the like. Crime Analysts routinely generate reports used for public presentations or grant reporting.
The PD collects an enormous amount of data related to criminal cases and administrative tasks. There are hundreds of thousands of records stored in our Records Management System, including shared records from the Napa Sheriff’s Department. There is currently no one trained and assigned to review, organize, assess, sift, analyze, or link existing data to generate actionable information and intelligence on staff. A Crime Analyst could assist in the assessment and sharing of information and intelligence with LEAs throughout the City and County of Napa, as well as the regional reporting of specific information.

The Northern California Regional Intelligence Center (NCRIC), is a federally funded initiative that serves as a Fusion Center for Northern California LEAs. San Mateo County serves as NCRIC’s fiduciary. On behalf of NCRIC, San Mateo County employs, and offers the contractual services of Crime Analysts. The PD has reviewed the services offered by NCRIC and recommends moving forward with a contract to assist Napa County LEA’s with crime analyst needs.
The cost of the three (3) year contract with NCRIC for a Crime Analyst is $676,315.
The Community Corrections Partnership (CCP), which is chaired by the Chief Probation Officer and includes a multi-disciplinary team established in Penal Code 1230 as a result of the Realignment Act of 2011, has approved budget contributions to cover the cost of the three year contract with NCRIC. The CCP’s executive committee includes the Napa County Chief Probation Officer, City of Napa Chief of Police, Napa County Sheriff, Napa County District Attorney, Napa County Public Defender, Presiding Judge, or designee and the Napa County Director of Health and Human Services. The full membership is a larger group of criminal justice stakeholders.
On November 14, 2024, the CCP approved a contribution of $676,315 over three (3) years to offset the cost of the NCRIC Crime Analyst. Agencies represented by the CCP will benefit from the Crime Analyst’s work product to the extent permitted by law and workload. The $676,315 contribution from CCP will be implemented through the recommended agreement between the City of Napa and Napa County.
FINANCIAL IMPACTS:
The $676,315 from the Community Corrections Partnership (CCP) positively impacts the Non-Recurring General Fund revenue over a three-year period ($217,124 in FY2025/26, $225,329 in FY2026/27, and $233,862 in FY2027/28) and increases the Napa Police Department General Non-Recurring expenditure budget by $676,315 over the same three-year period. No budget changes are necessary as the revenue and expenditure funding were budgeted through the normal budget process.
CEQA:
The Acting Chief of Police has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
